To suppress sudden reduction in intermediate-pressure-turbine outlet steam pressure when exhausting steam in large quantity, in a steam turbine for supplying the steam to a CCS (carbon dioxide capture and storage) facility as a heat source.
A thermal power generation system includes: a high pressure turbine 2 driven by steam from a boiler 1; an intermediate pressure turbine 3 driven by reheated steam; low pressure turbines 4 driving by exhaust of the intermediate pressure turbine 3; a generator 5; a CCS facility 12 for collecting carbon dioxide from combustion exhaust gas of the boiler 1; steam exhaust piping 10 for exhausting exhaust steam of the intermediate turbine 3 to the CCS facility; main steam piping 8 for supplying the exhaust steam of the intermediate pressure turbine 3 to initial stage inlets of the low pressure turbines 4; bypass piping 11 for supplying the exhaust steam of the intermediate pressure turbine 3 to an intermediate stage inlet on an initial stage downstream side of the low pressure turbine 4; a steam control valve 13 arranged in the bypass piping and controlling opening-closing based on a quantity of the steam flowing in the exhaust piping 10; and a steam control valve 9 arranged in the main steam piping 8 and controlling opening-closing based on the steam quantity flowing in the steam exhaust piping 10.
