A servo motor 14 is connected to die rotating shafts 5, 6 for rotating a pair of roll dies 7, 8 in a rotation controllable manner at the predetermined rotational speed. Position detectors 25, 26 of synchronized control are arranged on roll die pressing devices 17, 18 parallel to each other, and a workpiece is form-rolled through the synchronized control of the roll dies 7, 8 in a multi-stage by the speed control, the pressure control or the combination thereof with high accuracy.
