An inverse spatial position correction section 911 is used to correct spatial positions of samples of a video signal obtained by decoding a coded interlace scanning signal whose spatial position of samples are corrected to correct spatial positions of the samples. When the spatial position of a bottom field is corrected at a coding side, the positions are corrected by interpolating the bottom filed, that is, the interlace scanning signal is restored by generating (interpolating) samples of the bottom field at positions deviated by a regular interval determined as the interlace scanning signal from the spatial position (position in a vertical direction) of a top filed.
