PROBLEM TO BE SOLVED: To easily and precisely measure a variety of tire performance on ice and snow faces by pushing to rotate a tire held on a tire holding part on the ice and snow faces provided on the upper face of a turntable by prescribed force. SOLUTION: Ice and snow faces 54 are formed on a turntable 5 to rotate a tire 1 by a tire drive means 7 at prescribed speed and the turntable 5 is also rotated at the prescribed speed. The movable frame 6 of a tire holding part 2 is advanced so that the tire 1 is mounted on the part of the flange part 53 of the table 5, the tire 1 is pushed on the flange part 53 by a hydraulic cylinder 21 for pushing, and after the speed of the tire 1 and the table 5 and load, slip angle and the like of the tire 1 are regulated, the frame 6 is advanced to mount the tire 1 on the ice and snow faces 54. The state of the tire 1 is measured by various measuring devices and visual observation while the tire 1 is moved from the outer peripheral side of the ice and snow faces 54 toward the inner peripheral side. Thereby the performance of the tire 1 for the ice and snow faces 54 can be measured.
