PURPOSE: To prevent a steering wheel from being cooled, eliminate discomfort due to cooling of hands and secure safety in driving, by providing the steering wheel with a core part, a heating element and a finishing material.

CONSTITUTION: A heating element constituted of a positive coefficient thermistor 4' is wound around the core part 2 of a steering wheel, and the periphery of this assembly is covered with a finishing material 3. Accordingly, owing to the resistance-temperature chracteristic of the positive coefficient thermostor, the temperature of the steering wheel can be maintained to substantially constant irresp ectively of the ambient temperature, so that the temperature of the steering wheel is prevented from being excessively raised. Accordingly, a driver can be relieved from trouble for adjusting the temperature of the steering wheel, and since there is no need to provide a controller for a temperature detecting part for maintaining the constant temperature, an excess of space is not required, and the cost is reduced.
