PURPOSE: To effectively remove a foreign matter on an image carrier and to prevent irregularities in a latent image on the image carrier by disposing a 2nd receiving sheet reciprocating in the longitudinal direction of the image carrier.

CONSTITUTION: Discharged toner scraped from a photoreceptor drum 1 by a cleaning blade 13 is scavenged by a 1st receiving sheet 11. The sheet 11 is fixedly arranged to a cleaning device main body 10a below a cleaning blade 13, and the leading edge of the sheet 11 is allowed to lightly abut on the surface of the drum 1. The discharged toner which is not scavenged by the sheet 11 is scavenged by the 2nd scooping sheet 12. The sheet 12 is formed as a rectangle long in a right-and-left direction, and arranged below the sheet 11. The sheet 12 is fixed on a rod supported to be freely moved in the right-and-left direction by the main body 10a and moved integrally with the rod.
