PURPOSE: To easily carry out uniform chamfering by arranging a filing face in an approximately conical inner face part formed in the tip part of a bar member.

CONSTITUTION: A main body part 10 is rotated while the tip part of a bar member 60 is brought into contact with sandpaper 20 fitted to a conical inner face part 12, and the bar member 60 is parallelly moved around a shaft of a rotary shaft without the bar member itself being rotated while the tip part of the bar member 60 is pressed onto the inner face part 12. In this way, deburring or uniform chamfering in the bar member 60 can be carried out easily. On the other hand, fine chips due to filing is discharged only from an opening part of the conical inner face part 12, so that the chips are less prone to be scattered, and as a result, working environment for an operator less deteriorates. If a cross sectional shape of the bar member 60 to be chamfered is circle such as a round pipe, chamfering of the whole circumference of the end edge part of the bar member 60 can be carried out at once at an angle of the inside face part 12 when the bar member 60 is pressed while the rotary shaft is matched with the axis of the bar member 60.
