To provide a toner supply roller in which clogging of an elastic porous body with toner is reduced, grind residue on the surface of the elastic porous body and nonuniform working are decreased, and thereby a satisfactory image can be obtained.

The toner supply roller 10 includes the cylindrical elastic porous body 21 having a continuous foamed structure on the periphery of a shaft 11. In the toner supply roller 10, a gel layer 21b is formed in the elastic porous body 21 in such a manner that thixotropic high molecular emulsion applied to the peripheral face of the elastic porous body 21 is pressed into the elastic porous body 21 by high pressure gas sprayed on the face of the porous body 21 to which the high molecular emulsion has been applied. After the elastic porous body 21 is worked into a cylindrical shape by machining or grinding, the thixotropic high molecular emulsion is applied to the face of it.
