PURPOSE: To decrease pulling load on a formed film layer and to prevent cracking of an elastic material belt by forming the film layer having a low friction coefft. on the previously stretched elastic material belt.
CONSTITUTION: The inside surface layer 6a of the transfer belt 6 is formed of a rubber belt and the surface layer 6b is composed of a fluororesin which is a hard material having the low friction coefft. The surface layer 6b is formed by a method of applying the liquid fluororesin on the surface of the rubber belt stretched to the state of use in which the belt is wound around rollers 4 and 5 or extending the belt to the state of use in which the belt is wound around the rollers 4 and 5 while maintaining the heat insulating state of the belt by heating the rubber belt and applying the fluororesin on its surface, then drying the coating. Then, the surface layer 6b is formed on the previously stretched inside surface layer 6a and, therefore, even if the belt 6 is put on the rollers 4 and 5 at the time of using the transferring belt 6 made of rubber, the pulling load acting on the surface layer 6b is lessened and the crack of the surface layer 6b is prevented.
