An orthogonal base band modulation part 102 uses a modulation method selected from multiple modulation methods including a PSK modulation method and a QAM modulation method to modulate a transmission signal for production of a first symbol which is an orthogonal base band signal. A pilot symbol production part 103 uses the PSK modulation method to produce a second symbol including a pilot symbol. A frame construction part 104 inserts the second symbol into the first symbol if the modulation method used for production of the first symbol is a multi-value modulation method of 8 values or more. The frame construction part 104 continuously arranges only a symbol produced using the PSK modulation method if the modulation method used for production of the first symbol is the PSK modulation method of 8 values or less.
