To perform outer loop control by which receiving quality comformed to target quality is always obtained even when voice becomes in a silent state at the time of multi-call setting and addition or deletion of a radio access bearer (RAB) is performed, regarding a transmission power controller in a mobile communication system.
In radio connection between a mobile terminal and a base station device (Node-B), a plurality of radio access bearers (RAB) are mapped to a physical channel and transmission power is controlled based on receiving quality of one radio access bearer (RAB). When a voice transmission radio access bearer (RAB#1) of an object for monitoring the receiving quality is judged as the silent state, transmission power of the mobile terminal is controlled by switching the radio access bearer of the object for monitoring the quality to other radio access bearer (for example, packet RAB). In addition, the outer loop control is performed by setting a reference value of a reference SIR value after the addition or the deletion at the time of the addition or the deletion of the radio access bearers.
