The transmitter 10 comprises: an inspection packet generation section 11 for generating an inspection packet; a classification information storage section 12 for storing predetermined inspection packet classification information; an inspection packet layering section 13 for layering the inspection packet based on the inspection packet classification information read from the classification information storage section 12; and a packet transmission section 14 for transmitting the layered inspection packet with a mutually different flow by the inspection packet layering section 13.
