A computer main body 2 inputs a product list made from a species of each product, manufacturing finishing time, and a manufacturer; a delivery list made from a species about each delivery, a delivery date, and the delivery destination; and a transportation table made from time required for transportation from the manufacturer to the delivery destination, on the basis of operation of an input device 1 by a user. An integer variable indicating allocation of each product and each delivery and in-bulk transporting method of each product is decided, and various restrictions required for planning a transporting program is formulated by a linear equation and a linear inequality. Optimizing calculation that minimizes a value of evaluation function defined by a weighted total sum of delivery delay and a transportation cost is carried out, and the delivery destination of each product and the in-bulk transporting method are decided.
