An integer variable indicating allocation of each product and each delivery and in-bulk transporting method of each product is decided, and various restrictions required for planning a transporting program is formulated by a linear equation and a linear inequality. Optimizing calculation that minimizes a value of evaluation function defined by a weighted total sum of delivery delay and a transportation cost is carried out, and the delivery destination of each product and the in-bulk transporting method are decided.
