To produce a good compost which does not give rise to a salt damage from an organic waste containing salts and to effectively utilize generated methane gas to power generating, heating and warming.
The organic waste containing the salts is subjected to desalting treatment by desalting equipment 3, 6 and 9 and are then subjected to methane fermentation treatment in a methane fermenter 10. A generator 13 is driven by generated methane-containing gas, by which electric power is generated. The waste combustion gas thereof is utilized for a heat source for temperature control of the methane fermenter 10. The post-fermentation liquid from the methane fermenter 10 is subjected to a separation of solid from the liquid in a filter machine 17 and is separated to a solid slurry and a waste liquid. The solid slurry is dried by a drying machine 21 using the waste combustion gas from the generator 13 as a heat source until the moisture content suitable for composting is attained. The resultant dry matter is composed in a primary fermenter 22 and a secondary fermenter 23.
