PURPOSE: To improve corrosion resistance and lubricity by forming the 1st layer having a prescribed chromate film and the 2nd layer consisting of a composite chromate film contg. a prescribed mixture on the surface of a zinc or zinc alloy plated steel sheet.

CONSTITUTION: A two-layered chromate treated steel sheet consists of forming the 1st layer having a chromate film consisting of 3/10W30/10 Cr6+/Cr3+ at 30W 150mg/m2 coating weight of chromium per side on the surface of a zinc or zinc alloy plated steel sheet and forming a composite chromate film at 1W10g/m2 thereon. Said composite chromate film contains 1W6wt% compound aluminum phosphate, 3W20wt% a chrominum compd. of Sr, Ca, Zn, Pb fixed with the acid group thereof, 1W15wt% rust preventive pigment powder having 0.3W1.5% water soluble component and 5W20μm grain size and 1W15% the binder (polyolefin wax) thereof, 0.3W10wt% molybdenum disulfide, 0.01W1.5wt% lubricating agent (silicone resin) and 40W70wt% thermosetting resin.
