A pair of external reinforcement panels 5 are so buried as to sandwich an area 3 just below a ground which is a space just below a site occupied area 4 occupied by the building comprising a building part 1 and a foundation 2 supporting the building part 1. A pair of internal reinforcement panels 8 are buried in the area 3 just below the ground. Each of the reinforcement members 5, 8 has a sufficiently higher rigidity than soil. The external reinforcement members 5 are not secured to the foundation 2. The foundation 2 is not placed on the internal reinforcement members 8. The external reinforcement members 5 are opposed parallel to each other in a vertical position. The internal reinforcement members 8 are also opposed parallel to each other in a vertical position, and installed at the positions each separated an equal distance from the center of the area 3 just below the ground.
