This device is provided with a main body 1 having a hot water storage tank 1a on a lower end side and the inside connected to a vacuum pump 5, a treatment chamber 2 arranged on an upper side of the hot water storage tank 1a within the main body 1 and storing a material M to be treated at the inside, a vacuum pump 6 communicated with the treatment chamber 2, and a heat pump unit 4 provided with a heat exchanger 3 arranged in the hot water storage tank 1a. Heat medium water W of the hot water storage tank 1a is heated by the heat pump unit 4 to heat the surface of the treatment chamber 2 by vapor of the heat medium water W.
