The apparatus includes: a pressure regeneration device that converts kinetic energy of a vehicle into a pressure of working fluid to output the pressure; and an electric power regeneration device that converts the kinetic energy of the vehicle into electric power to output the power. When a regeneration requirement in the vehicle is large (S4-Y), the proportion where the kinetic energy of the vehicle is regenerated by the pressure regeneration device between the pressure regeneration device and the electric power regeneration device is increased (S5) further than when the regeneration requirement is small (S4-N).
