In addition, a spring end housing section (62) provided in the housing (21) has a first housing-side inner wall section and a second housing-side inner wall section that face each other in the circumferential direction of the spiral section (60c). Furthermore, the torsion coil spring is configured such that a first end portion thereof abuts against a first handle-side inner wall portion and a first housing-side inner wall portion which are arranged side by side on the outside in the radial direction of the coil portion, and a second end portion thereof abuts against a second handle-side inner wall portion and a second housing-side inner wall portion which are arranged side by side on the outside in the radial direction of the coil portion.
