To enable to perform a discharge treatment of a discharge device so that it will be easy to handle disposal or the like of a vehicle-mounted battery and to recover a memory effect, in one making completely discharge the vehicle-mounted battery mounted on an electric motorcar, hybrid car or the like equipped with comparatively high terminal voltage to be driving power source of a motor.
The discharge device making a vehicle-mounted battery discharge is provided with a discharge part controlling discharge current of the vehicle-mounted battery, a bias power source part connected between the discharge part and the vehicle-mounted battery in the same polarity direction as the vehicle-mounted battery and capable of having discharge current flow until the terminal voltage of the vehicle-mounted battery gets down to zero V, and a control part controlling the discharge part.
