A control device 11 has a locus estimating unit to estimate the advancing locus of a subject vehicle and a low-speed moving body detection unit to detect a low-speed moving body of a pedestrian or the like. An irradiation control unit sets the intersection position of the advancing locus of the subject vehicle with the moving locus of the low-speed moving body or the position in a vicinity of the intersection position which is on the advancing locus of the subject vehicle or in a vicinity of the advancing locus of the subject vehicle and in a vicinity of the low-speed moving body as the irradiation position, and irradiates laser beams from a laser beam projector 13 so as to realize the shape of irradiation of the size reaching a predetermined range around the irradiation position (for example, a range of the vehicle width of the subject vehicle).
