A subgraph extraction means 2 pays attention to judgement action in the process procedure data D, divides flow according to the judgement action, and extracts the flow from start to end as subgraph data. When the subgraph extraction means 2 performs the extraction, a subgraph event independence judgement means 4 cooperates with the means 2 to judge whether or not the subgraph data to be extracted is event-independent. If any of the subgraph data W making up workflow data is judged to be not event-independent, an event independence judgement result output means 6 judges that the flow of the workflow data is not appropriate, and outputs this as a judgement result. If all the subgraph data W making up the workflow data are judged to be event-independent, the flow of the workflow data is judged to be appropriate and it is output as a judgement result.
