To constitute an arbitrary slat by adding functions such as soundproof decorations of a surface material in the state of maintaining soundproof performance of a soundproof base material; and to prevent the soundproof base material from getting soiled.
Both surfaces 2 and 3 of the soundproof base material 1 are covered with the surface materials 10 and 10; and both the surfaces 2 and 3 and the surface materials 10 and 10 are bonded to one another by means of an adhesive film 20 with a lot of gaps 21, so as to constitute the slat 30. Air can be transferred to an inner surface 12 of the surface material 10 from an outer surface 11 thereof; and the air passing through the thickness of the surface material 10 can reach both the surfaces 2 and 3 of the soundproof base material 1. Corresponding joint margins 13 and 13 of both the surface materials 10 and 10 abut on each other, and are bonded together by a cutting-plane line 17 while being pressurized and cut.
