The vibration mirror has a mirror base plate 101 reciprocated around twist beams 102, 103 as rotary axes to deflect a light beam from a light source, and an upper frame body 104 penetrated through the mirror base plate 101 and a single substrate to be formed integrally with the mirror base plate 101, and coupled to the twist beams 102, 103 to support the mirror base plate 101, and regulation mechanisms 118, 119 are provided in the twist beam 102 to regulate an elastic modulus thereof.
