The voice modulating device 1 is equipped with a feature extraction part 3 which analyzes the waveform of the inputted aural signal and extracts feature components from the signal waveform, a conversion rule database 5 wherein rules for converting the feature components into other feature components according to the characteristics of various feature components are previously stored, a new feature determination part 4 which determines new feature components by converting the feature components outputted from the feature extraction part 3 according to the rules stored in the conversion rule database 5, a feature reduction part 7 which reduces the feature components extracted by the feature extraction part from the input voice signal, and a new feature addition part 8 which adds the new feature components determined by the new feature determination part 4 to the signal waveform outputted from the feature reduction part 7.
