PURPOSE: To prevent displacement of pipe end parts caused by displacement and impact in receiving and delivering bar bodies and eliminate necessity of alignment of pipe ends by forming a lift mechanism in a hydraulic operation type using a solenoid proportional control valve and forming a carrier mechanism an electric drive type using a low-inertia DC motor.
CONSTITUTION: After a time zone t3 where oil quantity flowing in and out of a hydraulic cylinder 29 is decelerated at a prescribed minus acceleration by using a solenoid proportional control valve, a uniform speed time zone t4 decelerated sufficiently is provided. Therefore, when a walking beam 23 is raised so as to make contact with steel pipes 21 on a screw conveyer 33 from below, or when the walking beam 23 is lowered so that the steel pipes 21 on the walking beam 23 make contact with a fixed beam or a work table 34, impact acting on the steel pipes 21 can be minimized. Or a low inertia DC motor is used for the drive method of a carrier mechanism 25 so that rotation 21 speed can be controlled freely and vibration of the steel pipes caused by displacement in accepting or delivering can be eliminated.
