When a dispenser 18 installed in the housing 3 is pushed, a rotary arm 9 coupled with a piston in the cylinder 7 rotates round a supporting shaft 13, and the piston 8 is pushed so that the cleaning solution A in the chamber is sprayed to outside of the casing 1. A suction tube 60 having access to the inside bottom surface of the vessel is connected with an extraction hole 15 of the vessel 14, and it is practicable of mounting and removing to/from the soft tube 14 side while the extraction hole 15 is held facing up.
