A manufacturing operating device and a method are improved for the water-control gate 24, a related expansion actuator 203, and a related seal. The design of an air joint is improved, the stress of an expanded bladder is eliminated, and the strength of an expansion-type bladder is reinforced. The sliding friction related to a water gate is mitigated, and the manufacturing of a contact seal, other water-storage seals, and a gate panel 24 are improved. Then water-storage structure coping with traffic and the improved operating efficiency of a water gate panel system are provided, and a manufacturing technology of nappe aeration, a hinge, and the bladder are improved.
