To provide a water cut-off plate which can be easily and quickly attached to a member to be attached of an entrance or a passage through which a person passes, is light in weight, is not bulky in a lateral direction or a forward direction, has high water cut-off performance, and can be easily replaced with a new one.SOLUTION: A water cut-off plate 1 is configured to include: a water cut-off plate body 2; elastically deformable back face packings 6 attached to a back face of the water cut-off plate body 2 near both left and right side edges thereof and extending in a longitudinal direction; permanent magnets 7 attached to the back face of the water cut-off plate body 2 near both left and right side edges thereof; and elastically deformable lower end face packings 9 attached to a lower end face of the water cut-off plate body 2 and extending in a lateral direction. A water cut-off device is configured to include: the water cut-off plate 1; and ferromagnetic plates 12 attached to front faces of left and right frame bodies 11, respectively, wherein when the permanent magnets 7 are magnetically attracted to the ferromagnetic plates 12, the back face packing 6 is pressed against a member to be attached.SELECTED DRAWING: Figure 1
