PURPOSE: To reduce the construction labor and the constructing time, to save resources, to reduce the construction cost, and to improve water permeability by employing a water permeable block formed such that plastic debris, epoxy resin debris, and a small amount of curing agents are mixed together in respective specified weights.

CONSTITUTION: After 85wt.% plastic debris and 15wt.% epoxy resin debris are sufficiently mixed together and a small amount of a curing agent is charged for agitation, the mixture is placed in a block mold of given specification to manufacture a porous water permeable block 1. A small amount of substances produced by crushing glass fibers and rubber may be added. The plastic debris, epoxy resin debris, and a curing agent and coal cinders 3, as required, are laid around a drain pipe 2. After the surface is pressurized for levelling, the water permeable block 1 is placed, and a surface layer powder material composition 4 consisting mainly of red bricks and red clay is laid thereover to build an athletic ground.
