In a river, the predicting device having a pollutant concentration measuring means and a water quantity measuring means arranged closely to each other comprises a memory storage circuit for storing the pollutant concentration and the water quantity information measured regularly by the pollutant concentration measuring means and the water quantity measuring means, and a computing means for computing the pollutant concentration of a predetermined period of time later near the pollutant concentration measuring means and the water quantity measuring means by using an obtained correlation between the pollutant concentration and the water quantity information stored in the memory storage circuit.
