To provide a water cutoff apparatus which cuts off water in a gap between a pit wall of an arrival shaft and a tunnel excavator capable of easily performing maintenance management and replacement work.SOLUTION: A water cutoff apparatus cuts off water in a gap generated between a tunnel excavator which reaches an arrival shaft and a pit wall of the arrival shaft. The water cutoff apparatus includes: a ring-shaped entrance packing which is made of a stretchable sheet-like elastic material and has an opening portion having a diameter smaller than an outer diameter of the tunnel excavator, and in which the vicinity of an inner circumferential edge comes in contact with an outer shell of the tunnel excavator and the vicinity of an outer circumferential edge is connected to the pit wall of the arrival shaft in a state where the tunnel excavator passes through the opening portion; a doughnut-shaped tube packing which is made of an expansible tube-like elastic material, surrounds the vicinity of the inner peripheral edge of the entrance packing coming in contact with the tunnel excavator when being expanded, and applies the pressing force; and an annular reaction member which is arranged so as to surround the tube packing and comes in contact with the tube packing when being expanded. The annular reaction member has a visible area where the entrance packing and the tube packing are exposed.SELECTED DRAWING: Figure 1
