To provide a wire rope delivering machine, and a boat lifting device capable of reliably delivering a wire rope, and preventing the wire rope from coming off from a sheave.
The wire rope delivering machine 1000 comprises a lower housing 100, an upper housing 200, an upper housing supporting means 300 (provided with a spring 130a), an upper housing fixing means 700 and a pneumatic motor 800. A lower caliber roll 120 to be rotated by the pneumatic motor 800, and rotatable horizontal lower guide rolls 160a, 160b, and vertical guide rolls 140a, 150a, 140b are installed on the lower housing 100; and a pair of rotatable upper caliber rolls 220a, and horizontal upper guide rolls 260a, 260b are installed on the upper housing 200, respectively. In addition, a ratchet mechanism is provided on a rotary shaft of the pneumatic motor 800, and the lower caliber roll 120 can be idled in one direction.
