CONSTITUTION: The rear surface of a predetermined contour part 21 of a water permeable shape retaining member 2 is pressed directly against placed concrete bed 4 so as to bring the fine part of the lattice-like net 2 into the state being bitten in the surface of placed concrete. On the other hand, the embedding allowance part of the member 2 is embedded obliquely downwards by the angle of about 30° from the neighborhood of tire boundary of tire predetermined contour part 21. not only in one direction but also its normal direction and under the condition not being directly overlapped with a predetermined part 21.' of the adjacent wooden tile block with water permeable shape retaining member. Accordingly, the whole wooden tile block is prevented by the action of the embedding allowance part from being peeled off from the surface of bed concrete.
