To speedily and easily carry out working to fasten or loosen a nut on a bolt at a narrow place with a small space where the working is hard and takes time.

The fastening work and the loosening work of the nut on the bolt are carried out by fitting an outer periphery of a socket 14 in a hollow cylindrical drum 7 and fixing it, winding a wire 11 or a chain 4 around an outer peripheral surface of the drum 7, hooking one end of the wire 11 or the chain 4 on a projected part 8 on an outer surface of the drum 7, pulling the other end of the wire 11 or the chain 4 by carrying out winding-up operation by a pulling driving part of a handle to rotate a chain block or a winch or an electric motor with a speed reducer after fitting the fixed drum 7 and the socket 14 in the nut 5b, and rotating the nut 5b.
