To provide a zirconia based green sheet used for manufacturing a zirconia based electrolyte sheet in which defects such as scratches and adhesion of foreign matters are reduced, and to provide a method of manufacturing the zirconia based green sheet efficiently.

A zirconia based green sheet for a solid oxide fuel cell (SOFC) electrolyte is a zirconia based green sheet having a thickness of 100 μm or greater and 350 μm or less and containing zirconia powder, an organic binder, and a plasticizer. A value corresponding to a hydroxyl value of the green sheet is adjusted to 1.5 or greater and 15 or less, a value corresponding to an acid value is adjusted to 0.1 or greater and 0.5 or less, and a value corresponding to an amine value is adjusted to 0.8 or greater and 8.0 or less. A surface resistivity of the green sheet is 1×1014 (Ω/sq).
