PROBLEM TO BE SOLVED: To sufficiently reduce amounts of transmission of paging signals to fixed terminals.SOLUTION: A system includes a device connected with a terminal via at least any of a plurality of base stations having cells. The device includes: a determination unit that, when an incoming call destined to the terminal is input, makes a first determination to determine whether the terminal is a particular terminal situated at a prescribed position; and a calling unit that, if a result of the first determination is affirmative, transmits a paging signal to call the terminal to only a prescribed base station having a cell in which the terminal is situated.SELECTED DRAWING: Figure 14
