PROBLEM TO BE SOLVED: To effectively achieve identification of the connection form of a terminal device.SOLUTION: An identification device 1 comprises: a communication monitoring unit 11 for acquiring information on a monitoring object communication packet; a terminal type acquisition unit (for example, a communication protocol analyzing unit 12) for acquiring information indicating a type of terminal device having transmitted the communication packet on the basis of the information on the communication packet acquired by the communication monitoring unit 11; and a connection form detection unit (for example, a terminal identification unit 14) for detecting a connection form about the terminal device on the basis of a value of TTL included in the information on the communication packet acquired by the communication monitoring unit 11 and the information indicating the type of terminal device acquired by the terminal type acquisition unit.
