PURPOSE: To obtain a coder in which a motion compensation circuit is not doubly used for a picture noise elimination circuit and a picture compression coding circuit, the light weight of a camera is realized and the information generating quantity of the picture coder is reduced by eliminating noise for a contour emphasis band.

CONSTITUTION: The coder is provided with a motion compensation circuit 9 selecting a small block closest to small blocks in a proper range of a pattern of one preceding frame or field for a small block of a pattern of an input picture signal, a difference circuit 1 taking a difference between the small block of the input picture signal and a small block selected by the motion compensation circuit 9, an orthogonal transformation circuit 2 applying orthogonal transformation to the difference signal of the difference circuit 1, and a quantization processing circuit 4 quantizing an output of the orthogonal transformation circuit 2, and also provided with a coefficient suppression circuit 3 suppressing a conversion coefficient of the orthogonal transformation circuit 2 equivalent to the contour emphasis band at a threshold level after the orthogonal transformation circuit 2.
