PROBLEM TO BE SOLVED: To perform recommendation in response to user characteristics while reducing computational complexity.SOLUTION: A transposition index storage part stores, for each feature element forming a content feature vector of contents, a transposition index table in which one or more contents are made correspondent. A history storage part stores history information of contents which each user terminal accesses. When recommendation is requested from a terminal, a user characteristic identification part identifies a feature element of contents of history information corresponding to the recommendation requesting terminal among the history information stored in the history storage part. While using the transposition index table, a recommendation candidate retrieval part retrieves contents corresponding to the feature element identified by the feature element identification part as a recommendation candidate. A recommendation determination part determines a recommendation object from among the recommendation candidates, and a recommendation output part outputs the contents of the recommendation object.
