PROBLEM TO BE SOLVED: To generate three dimensional shape data on an object structure with an efficient measurement operation.SOLUTION: A three dimensional composition processing system 1a of an embodiment comprises: a three dimensional measurement device 11 for measuring positions and a shape of the surface of a structure, at a plurality of measurement positions, to obtain a plurality of pieces of measurement data; an attitude measurement device 12 for measuring the altitude of the three dimensional measurement device 11; a position measurement device 13 for measuring a distance between a first measurement position at which the three dimensional measurement device 11 performs the measurement and a second measurement position different from the first measurement position, and measuring a direction from the second measurement position to the first measurement position; a three dimensional composition processing device 2a for performing three dimensional composition processing to the structure on the basis of first measurement data and second measurement data; and a display device 14 for displaying the result of the three dimensional composition processing performed to the structure.
