PROBLEM TO BE SOLVED: To enable a user device to appropriately perform measurement even when the user device can simultaneously take both state of a discontinuous reception state and a non-discontinuous reception state.SOLUTION: In a user device used in a mobile communication system, the user device performs communication with a plurality of base stations for constituting cell groups, each of which is composed of one or a plurality of cells, and takes the discontinuous reception state or non-discontinuous reception state in each cell group. The user device comprises measurement control means for determining, on the basis of cells or a specific cell of a cell group or a state of the cell group set to the user device, which measurement condition of a measurement condition at the time of a discontinuous reception state and a measurement condition at the time of a non-discontinuous reception state is to be used to perform measurement, and performing measurement by using the determined measurement condition.SELECTED DRAWING: Figure 9
