The present invention provides a 08AL steel/316 stainless steel electroslag remelting and rolling method. An arc striking agent is used in an electroslag remelting furnace, an arc is stricken at 30-70 mm from a port, and a 70%CaF2-30%Al2O3 slag system is used; a 08AL steel/316 stainless steel composite slab having a total thickness of 70 mm is produced; the composite slab is cooled to room temperature and conveyed to a heating furnace for heating at a temperature of 1,150-1,250°C for greater than or equal to 240 min, the slab exits the heating furnace at a temperature greater than or equal to 1,100°C, and rolling is controlled in two stages; for rolling in a recrystallization zone, the number of rolling passes is reduced and the reduction ratio of the rolling passes is increased; and the residence time after the rolling is prolonged, the total reduction rate in a non-recrystallization zone is greater than 50%, the reduction rate of the final pass is less than or equal to 5%, and the rolled piece exits a rolling mill and is then cooled by laminar flow. The composite plate of the present invention has interface shear strength greater than or equal to 115 MPa and tensile strength greater than or equal to 325 MPa, and the number of repeated bending is greater than or equal to 7.
