An air blowing structure and a fan. The air blowing structure comprises a main body (100), a base (200), a control panel (300), a second driving member (410) and a first driving member (420), wherein the main body is rotatably connected to the base; the control panel is arranged on the main body; the second driving member is arranged in an air blowing channel; the first driving member is connected to the main body, and the first driving member is configured to adjust the rotation angle of the main body relative to the base; and the control panel is electrically connected to the second driving member and the first driving member. According to the air blowing structure, wires which are electrically connected between the control panel and the second driving member and between the control panel and the first driving member are only wired in the main body, and do not need to pass through a joint between the main body and the base, such that the length of the wires is reduced, wiring is simplified, and the production and assembly costs can be reduced.
