The present invention is equipped with: multiple indoor units (2) installed in the interior of a building (9) at locations capable of air-conditioning a space to be air-conditioned (7); and a relay device (3) that can be installed in a space (8) that is not to be air-conditioned in the interior of the building (9) or the like. The relay device (3) and each indoor unit (2) are connected by first heat medium pipes (5b) in which a first heat medium such as water or brine flows. The relay device (3) houses a first cooling medium circulation circuit (C) which is constructed by connecting, by means of cooling medium pipes (4), a compressor (10), multiple first inter-heat-medium heat exchangers (15) that exchange heat between a first heat medium and a cooling medium that undergoes a phase change or reaches a supercritical state during operation, multiple first throttle devices (16), and a second inter-heat-medium heat exchanger (13) that exchanges heat between the cooling medium and a second heat medium such as air, water, or brine.
