An analysis sample preparation device and analysis sample preparation method, comprising: a base (1), an elastic connection body (5), a group comprising a synchronized one-way bearing inner ring (41) and a synchronized one-way bearing outer ring (42), a group comprising an eccentric one-way bearing inner ring (61) and an eccentric one-way bearing outer ring (62), and a synchronized fixed ring (2) and motor (31) provided on the base (1). The eccentric one-way bearing inner ring (61) is fixed to an eccentric shaft (32) extending from the motor (31). The eccentric one-way bearing outer ring (62) is fixed to an eccentric shaft sleeve (9). An integrated body formed from the eccentric shaft sleeve (9), the eccentric shaft (32), the eccentric one-way bearing inner ring (61), and the eccentric one-way bearing outer ring (62) has a center of mass disposed on a line extending from a center line of the motor (31). The eccentric one-way bearing inner ring (61) and the eccentric one-way bearing outer ring (62) can only rotate in direction A, while the synchronized one-way bearing inner ring (41) and the synchronized one-way bearing outer ring (42) can only rotate in a direction opposite to direction A.
