Provided is a small and compact rotation transmission apparatus in which a torque limiter, which is an overload prevention mechanism, is combined with an angular-position-holding apparatus such as a torque hinge. An outer race member (4) is installed in a housing (2), a coil spring (10) is mounted on the outer peripheral surface of the outer race member (4), an internal space (53) having a circular cross-section is formed inside the outer race member (4), and an inner race member (6) is installed so as to be concentric with the outer race member (4). A thin-plate elastic piece (8) is inserted into an annular space between the outer race member (4) and the inner race member (6) so as to be in pressed contact with the outer race member (4) and the inner race member (6), one of the outer race member (4) and the inner race member (6) is connected to an input-side device, and the other is connected to an output-side device. When rotational torque is not inputted from the input-side device, the position of the output-side device is held by braking torque of the coil spring (10), but when rotational torque from the input-side device is excessive, slippage occurs in a portion of the thin-plate elastic piece (8), and the outer race member (4) and the inner race member (6) are disconnected.
