The present invention relates to an apparatus and a method for estimating the state of a secondary battery that can effectively estimate the life and the degradation state of a secondary battery in the process of deterioration of the secondary battery. The apparatus for estimating the state of a secondary battery according to one embodiment of the present invention comprises: a charging unit electrically connected to both ends of a secondary battery, for charging the secondary battery; a voltage measurement unit electrically connected to both ends of the secondary battery, for measuring the voltage of both ends of the secondary battery; a time measurement unit for receiving the voltage value of the secondary battery from the voltage measurement unit, and, with respect to a predetermined voltage section during charging of the secondary battery, measuring, multiple times, the charge time of the secondary battery corresponding to the voltage section; and a control unit for exchanging an electrical signal with the charging unit, the voltage measurement unit, and the time measurement unit, and estimating the state of the secondary battery by calculating the ratio between a first charging time and a second charging time sequentially measured, with a time interval, by the time measurement unit.
