[Problem] To provide a simple structure allowing an air bag module and a cored bar of a steering wheel to be easily attached and positioned. [Solution] Provided is: a cored bar linked to a steering mechanism of a vehicle via a steering shaft; a housing that accommodates an air bag module, the housing being linked to the cored bar; a steering cover for covering the upper surface side of the air bag module; and a horn switch activated when the steering cover is pressed. Rod-like springs are provided in a plurality of locations on one of the housing or the cored bar, and a plurality of hooks that engage with the springs are provided on the other of the housing or the cored bar. An engagement part for engaging some of the hooks is provided to the springs. The relative positions of the air bag module and the cored bar in a given location (positioning location) are restricted in the direction parallel to the steering shaft axis (Z-axis direction) and the XY direction in the plane perpendicular to the Z-axis direction as a result of the springs and hooks engaging. The XY-direction position of at least one positioning location enters a restricted state when the horn switch is not operated and comes out of the restricted state when the horn switch is operated.
