Provided is technology with which it is possible to perform a backup operation during failure without using a dedicated backup power supply. A backup power supply device (1) for a vehicle comprises: a battery unit (10) in which a plurality of unit batteries (10A) are connected in series; a discharge circuit (11) that performs a first discharge operation for supplying power to a third conductive path (31A) on the basis of a charge accumulated in the battery unit (10); a balance circuit (70) that performs a cell balance operation on the battery unit (10); and a control unit (12) that controls the balance circuit (70). The balance circuit (70) is configured to perform a second discharge operation for supplying power to the third conductive path (31A) on the basis of a charge accumulated in a plurality of power storage elements (71A). The control unit (12) performs first control for causing the balance circuit (70) to perform the cell balance operation, and second control for causing the balance circuit (70) to perform the second discharge operation. The control unit causes the second control to be performed when a failure has occurred whereby the first discharge operation could not be performed normally.
